Hand of Fate (and Foot of Balrom)
The city of Belisaere has serveral notable landmarks – the Auditorium, the Academy, the Library, the Council Gate and expansive docks. It’s vibrant, busy and well-policed (in most areas). This is funded by a licence system for the purchase of various types of items and practice of activities. Beware of breaking (or at least, being seen to break…) the city laws.
It lies on a low penisula-island type thing in the Bay of Belis. A steep road runs down from the sweeping cliffs around the bay onto the isle proper. The city doesn’t occupy the whole island – there is small industry (especially breweries and distilleries) and small holdings around the edges (except where the docklands stretch out into the sea). The island has no source of freshwater – a huge ancient aqueduct stradles the bay to bring water to the island.
